B-BBEE Affidavit

What is a B-BBEE Affidavit and Do You Need One?

A B-BBEE (Broad-Based Black Economic Empowerment) affidavit is a sworn statement that confirms your business's turnover category and the percentage of black ownership. For small businesses it replaces an expensive verification certificate. Government departments, municipalities and many large companies ask for it before awarding a tender, quotation or supplier contract.

Accountants On Point prepares your affidavit and arranges the commissioning, and it is usually ready in under an hour once we have your details.

⚠️ Why Tenders and Suppliers Ask for It

A B-BBEE affidavit isn't required to run a business, but without a valid one you can be disqualified from tenders, lose preference points, or be unable to complete a supplier profile. Procurement officers check that your document is current on the day bids close.

Exempted Micro Enterprises (EMEs) with turnover of R10 million or less, and Qualifying Small Enterprises (QSEs) that are at least 51% black-owned, can use a sworn affidavit instead of a costly verification certificate.

Affidavit or Certificate? What You Need

Your annual turnover and black ownership decide which document you need and what B-BBEE level you get.

Procurement recognition: Level 1 counts for 135%, Level 2 for 125% and Level 4 for 100% of a customer's spend with you. Start-ups are treated as EMEs, but if you tender for a contract of R10 million or more, the buyer may ask for a QSE or generic scorecard. Rules can change, so check the latest guidance from the B-BBEE Commission.

Frequently Asked Questions

What is a B-BBEE affidavit?

It's a sworn statement, signed before a Commissioner of Oaths, that declares your annual turnover and the percentage of black ownership of your business. It shows your B-BBEE status without paying for a full verification.

Do I need a B-BBEE affidavit for tenders?

Government tenders award preference points based on B-BBEE status, so you'll normally need to submit a valid affidavit or certificate with your bid. Private companies often ask for one in supplier onboarding as well.

What is the difference between an EME and a QSE?

An EME has annual turnover of R10 million or less. A QSE has turnover above R10 million and up to R50 million. Both can use an affidavit, but a QSE can only do so if it is at least 51% black-owned.

What B-BBEE level will I get?

An EME is Level 4 automatically, Level 2 if at least 51% black-owned and Level 1 if 100% black-owned. A QSE that is at least 51% black-owned gets Level 2, or Level 1 at 100%.

How long is a B-BBEE affidavit valid?

Twelve months from the date it is commissioned. After that you need a new one, based on your latest financial year.

How much does it cost?

Our fee is R100 once-off for each affidavit. There is no separate charge for the affidavit itself from the B-BBEE Commission or the dtic.

Do I have to sign in front of a Commissioner of Oaths?

Yes. The owner or director signing the affidavit must do so before a Commissioner of Oaths, who stamps it. We arrange this and tell you exactly what you need to do when you message us.

Can I do it myself for free?

Yes. The dtic and the CIPC publish official affidavit templates, and a Commissioner of Oaths can commission them. Our service saves you time and avoids the mistakes above that get affidavits rejected.

Can I use it for my CSD profile?

Yes. A valid affidavit is commonly used as proof of your B-BBEE status on supplier profiles and bids. See our CSD registration service.

Getting Tender-Ready?

A B-BBEE affidavit is one piece of the puzzle. These registrations usually go with it.
